Add custom CSS & JS

Problem Statement

I wish I could easily add CSS and JS. Whether it's to make micro-arrangements or add a menu like LaGaufre

Proposed Solution

Add KANEO_CUSTOM_CSS_URL and KANEO_CUSTOM_JS_URL environment variables and load this files only if it's defined.
