Add automated AI Slop tagging using aicomment

What would you like to change?

We already have something similar with agentscan, but aicomment will be a perfect match for autolabing slop based on the results and auto close if the pr and/or code hits a threshold we agree on.

Additional context

A canned response before closing would be a nice touch as well, allowing the user who submitted this issue or PR with the chance to respond.
