support downloading uploaded assets in MCP

What would you like to change?
Tasks and comments embed uploaded files as /api/asset/<id> URLs. MCP tools hand back the text but there is no way to fetch the bytes, so agents cannot see attachments. Add a get_asset tool to both MCP surfaces that takes an asset id or URL and returns the file using the caller's credentials, with the same access rules as GET /api/asset/{id}.
