move a task to a project in another workspace

What would you like to change?

Today a task can only be moved to a project in the same workspace. I'd like to be able to move it to a project in another workspace I'm a member of.

Our use case: our support team receives requests in a project in a dedicated workspace. Once a ticket is validated, we want to hand it over to the platform team, who work in their own workspace. Today we have to recreate the ticket by hand and lose its history and comments.

I saw the restriction was added on purpose in #1384. The idea would be to check permissions on the target workspace, like project moves do since #1525.

Would you be open to this? I'd be happy to send a PR.
